Criteria for adding a new project

This issue has been tracked since 2021-06-03.

Although "good first issue" is the default label that GitHub encourages projects to tag for issues suitable for newcomers, many projects prefer to use other labels, such as "beginner", "easy" and "first timer only". Maybe other labels can be considered in the first criterion.
Perhaps a clearer description of "actively maintained" is needed. Vague descriptions may damage the objectivity of the last criterion.
