[camera_windows] preview aspect ratio doesn't match the camera/recorded video has black bars

When opening my USB webcam using the built-in Windows camera app I see a reasonably high quality 1920 x 1080 (16:9) image.

When accessing the same webcam using the camera_windows plugin the preview reports a size of 320 x 240 (4:3). When recording a video the video has a resolution of 1920 x 1080 but there are black bars on the left and right sides of the video.

It's worth noting changing the ResolutionPreset value doesn't appear to affect the quality of the preview or recorded video.
