Styling Hook Issue

Describe the bug
Icon styling hook not working in the dev server, but works in the scratch org.

To Reproduce
Steps to reproduce the behavior:

Use the example in the official documentation: https://developer.salesforce.com/docs/component-library/bundle/lightning-icon/documentation
Error results: LWRPLUGIN_ERROR: CssSyntaxError: LWC1009: postcss-plugin-lwc: /force-app/main/default/lwc/.css:2:3: Invalid definition of custom property "--sds-c-icon-color-foreground-default".

Expected behavior
The color of the icon changes.

Additional context
Pushing the LWC to the scratch org results in proper stylying.
