[FR] Add option to lock DB settings via config file / env vals

Problem statement

Sometimes infra/security teams want to lock down certain options in larger (automated) deployments. This is not possible for database settings - except for not giving anyone outside the team admin rights, which makes deployments hard to configure.

Suggested solution

Add the option to set these values via environment values and the config.yaml

Describe alternatives you've considered

Do not give anyone admin and open a ticket anytime you want to install a plugin
