[BUG] 'Open note for review' command should pull new notes when all scheduled notes are reviewed

Describe the bug

Full notes marked with 'review' are being displayed from the future, meaning that I can't access notes that aren't yet scheduled at all via Spaced Repetition.

To Reproduce

Review all due notes and use the 'Open note for review' command. The next note to come up will be scheduled for the future. Calling the command again opens the same note.

Expected behavior

The first 'unscheduled' or 'new' note marked with 'review' should be displayed.
